ABSTRACT OF REGULATIONS GOVERNING EMPLOYMENT AS WATCHER IN THE CUSTOMS AND EXCISE DEPARTMENT.

1. Persons eligible. Applications for employment as Watcher are only entertained_from persons to whom Life Pensions have been awarded for service in the Army or Navy, or the Royal Irish Constabulary, or in any Metropolitan, County, or Municipal Police Force or Fire Brigade.

2. Applications.-Applications other than from Army Pensioners should be made personally to the Customs and Excise Officer in charge of the nearest Port-in London, to the Office Inspector at the Custom House.

In the case of Army Pensioners desiring exiployment in London, applications must be made through the War Office. If, however, employment is desired at any Port other than London, application should be made through the Officer commanding the Regimental District in which the Port is situated.

3. Limits of age. The age limits are 30 to 50 years.

4. Requirements.-Candidates are required to furnish information as to previous employment (supported by certificates of good character), proof of age and satisfactory evidence of good health, and to show their ability to write legibly and to make simple arithmetical calculations.

5. Wages. In London (excluding Gravesend, Tilbury and Queenborough) the wages are 24s. a week.

At all other Ports in the United Kingdom where Watchers are employed (including Gravesend, Tilbury and Queenborough), the wages are 21s, a week, but a limited number of such Watchers are allowed to proceed by annual increments of 15. a week to a maximum of 34s. a week.

6. Good conduct allowances.—In addition to the wages mentioned in the preceding paragraph, Watchers of good conduct are granted an allowance of 1s. a week after 5 years' service, and a further allowance of 1s, a week after 10 years' service.

7. No claim to Superannuation.Watchers have no claim to Superannuation, but they may be allowed a gratuity at the end of their employment if fulfilling certain statutory conditions.

8. Duties. Watchers are usually employed guarding goods, either on board Vessels, on Quays, or in Bonded Warehouses; tallying goods; patrolling Quays and Docks; acting as Messengers, Caretakers or Housekeepers, or as Deck Hands or Stokers on launches; rowing boats; painting, cleaning, and repairing boats; cleaning offices, &e., &c., or on any subordinate duty, either ashore or afloat, which may be allotted to them.

9. Hours of employment. The number of hours of employment are ordinarily eight a day for six days a week, with reasonable allowance for meal times falling within those hours; bat attendance may be required in excess of those hours, or on Sundays and Public Holidays, and at any hour of the day or night according to the nature of the duties. For necessary service on Sundays and the statutory Public Holidays or beyond an aggregate of 48 hours in the six week daye, overtime pay may be allowed, subject to the rules of the Department. Every hour of night- work falling between the hours of 8 p.m. and 6 a.m, counts one-sixth extra.

10. Dress. Watchers are required always to appear for duty neatly dressed and wearing the prescribed uniform which will be supplied to them subject to the usual regulations.

11. Leave of absence. Subject to the requirements of the Public Service leave with full is allowed on the recognised Public Holidays; also, after six months' approved service, for twelve other days per annum with full pay.

12. Sickness and Sick leave. Sick leave is also allowed with certain deductions of pay, and within certain limits.

13. Termination of employment. The employment of Watchers may be terminated at any time on seven days' notice, but any Watcher found under the influence of drink on duty, or guilty of pilfering or other serious misconduct, is liable to instant dismissal. In no case will a Watcher be retained after the age of 66.
